49 CFR § 391.11(b)(2) requires that every CMV driver be able to read and speak the English language sufficiently to converse with the general public, understand highway traffic signs and signals in the English language, respond to official inquiries, and make entries on reports and records. This training directly addresses that requirement — and the certificate gives you documentation to back it up during an audit or inspection.
If your drivers operate commercial motor vehicles in interstate commerce, English proficiency is a federal qualification requirement — not optional.
Every driver who passes receives a certificate they can carry and you can keep on file. It documents the driver by name, CDL number, company, exam score, and date completed.

No Guarantee of Inspection Outcome. Completion of this training program and receipt of a certificate does not guarantee that a driver will not be cited for an English Language Proficiency (ELP) violation during a roadside inspection or compliance review. Enforcement determinations are made at the discretion of the inspecting officer based on direct observation and interaction with the driver at the time of the inspection. A certificate of completion is documentation of training only.
